<p>This type of visa applies to all aliens have met the 2-year term with temporary provisional permit and had married a Panamanian in a stable condition of a unique and continuous character. The request must be made through a qualified attorney.</p>
<p><span id="more-884"></span></p>
<p>In general, applications are evaluated by the National Immigration Service at its discretion and may be denied for various reasons of security, social necessity, morality or if irregular situations are  found such as cheating or marriage of convenience and could be proved.</p>
<p>It is also important to note that if the marriage was contracted abroad, that marriage must be registered with the Panamanian Civil Registry for the purpose of its validity. In conjunction with the application you must submit documentary evidence of both overseas applicant, as the Panamanian spouse. Among these we can mention the proof of revenue source and check if pensioners (men over 62 and women over 57 years), documents attesting to such condition.</p>
<p>Additionally, candidates must comply with marriage interview appointments before an interdisciplinary unit staff and maintain a continuous matrimonial home which must be tested by documents such as property deeds, leases or contracts for public services.</p>
<p>In case you have children, they can apply as dependents. They must be under 18 years of age, be suffering from a disability or are aged 18 to 25 years of age which can be included if it is found that they are maintaining regular studies and have economic dependency.</p>
<p>Once you get the permanent resident visa, you have the right of a permanent residence and through other procedures, apply for a Panamanian identity cards because of marriage to a Panamanian.</p>

<p>Foreigners that invest the minimum sum of <strong>Three Hundred Thousand dollars ($300,000) </strong>in <a href="http://www.panamarealestate.com/" target="_blank"><strong>Panama Real Estate</strong></a> or a <strong>Panama bank time deposit </strong>or a <strong>combination of both</strong> will be able to qualify for this visa. If the foreigner has dependents, the applicant needs to invest an additional Two Thousand Dollars ($2,000) for each dependent.</p>
<p><strong>Currently, the Panama Self Economic Solvency Visa offers three (3) different Panama investment options to qualify for Panama residency:</strong></p>
<p><strong>Panama Investment Option #1: CD (certificate of deposit) in a Panamanian Bank</strong></p>

<p>Invest a minimum of US$300,000 (Three Hundred Thousand US Dollars) in a three (3) year time deposit (or &#8220;certificate of deposit&#8221; or &#8220;CD&#8221;) at any Panama bank.</p>
<p><strong>Stipulations: </strong>The Panama bank time deposit (CD) account must be in the personal name of the primary applicant (it may not be in the name of a Panama corporation, Panama foundation, or trust). The interest earned from the Panama bank time deposit (CD), will be deposited monthly into any savings account at the Panama bank that you designate (the Panama savings account may be a personal account, or a corporate account). The interest income is NOT taxed by the Panamanian government, nor is it subject to any tax reporting requirements.</p>
<p><strong>Dependents: </strong>For each additional dependent that applies for residency under the primary applicant, the primary applicant must prove that he or she has sufficient income to support the general costs of living of each dependent.</p>
<p><strong>Qualifying for a Panama Self Economic Solvency Visa with a Fixed Panama Bank Time Deposit</strong></p>
<p>In addition to the basic requirements established in Article 28 of the Decree Law, the applicant must submit the following documents:</p>
<p>1. Panama bank certification that the foreigner opened a Panama bank time deposit account in the applicant&#8217;s name for a minimum of three (3) years in any Panama bank for a minimum value of Three Hundred Thousand dollars ($300,000), or its equivalent in foreign currency;</p>
<p>2. Copies of the Panama bank time deposit certificate authenticated by the bank.</p>
<p><strong>Panama Investment Option # 2:</strong> <strong>Real Estate</strong></p>

<p>Invest a minimum of US$300,000 (Three Hundred Thousand US Dollars) in titled Panama real property.  This must be equity, as mortgages do not count.</p>
<p><strong>Stipulations:</strong> The titled Panama real property can either be in the personal name of the primary applicant or in the name of a Panama Private Interest Foundation; as long as the primary applicant is either the Founder or a Beneficiary (it may not be in the name of a Panama corporation or trust). The primary applicant must also prove that he or she has sufficient income to support him or herself.</p>
<p><strong>Dependents:</strong> For each additional dependent that applies for residency under this Panama immigration program, the primary applicant must prove that he or she has enough income to support the living costs of each dependent.</p>
<p><strong>In addition to the requirements established in Article 28 of the Decree Law, the following documents must be submitted:</strong></p>
<p>Certificate from Panama&#8217;s Public Registry verifying personal title of the applicant with a minimum value of Three Hundred Thousand dollars ($300,000), free of debt.<br />
<strong></strong></p>
<p><strong>Note I: </strong>In the case that the title of the Panama real estate is under the name of a Panama Private Interest Foundation, the applicant will qualify if he or she is the Founder and/or one of the beneficiaries. The certificate of the Public Registry must designate the applicant as either the Founder or Beneficiary.<br />
<strong></strong></p>
<p><strong>Note II: </strong>In the case when the applicant has paid the minimum required cash sum of Three Hundred Thousand dollars ($300,000) towards the total price of the Panama real estate, he or she will be able to finance the remainder through mortgage loans.<br />
<strong></strong></p>
<p><strong>Note III: </strong>The General Director of the National Service of Immigration will be able to consider the Panama permanent residency application as a Panama self economic solvency visa of those foreigners who invested a minimum of Two Hundred Thousand ($200,000) in Panama real estate but less than Three Hundred Thousand dollars ($300,000) if they entered into a sales contract before this rule went in to effect [August 26, 2008]. This exception should be verified by the bank transfer to the Panama real estate agency as a guarantee of the Panama real estate purchase with an authenticated copy of the promise to buy and/or pre-construction contract.</p>
<p><strong>Panama Investment Option # 3: Mixed Investments &#8211; CD and Real Estate </strong></p>
<p>The third option is a mixture of a 3-year Panama bank CD with Panama real estate purchases equity (excluding mortgages) with both totaling a minimum of $300,000.</p>
<p><strong>Stipulations: </strong>The Panama bank time deposit (CD) account must be in the personal name of the primary applicant (it may not be in the name of a Panama corporation, Panama foundation, or trust). The interest earned from the Panama bank time deposit (CD), will be deposited monthly into any Panama bank savings account that you designate (the savings account may be a personal account, or a corporate account). The interest income is NOT taxed by the Panamanian government, nor is it subject to any tax reporting requirements.</p>
<p>The titled property must be in the personal name of the primary applicant or in the name of a Panama Private Interest Foundation where the applicant is the Founder and/or beneficiary.</p>
<p>The primary applicant must also prove that he or she has sufficient income to support his or her general costs of living.</p>

<p><strong>This Visa is granted in two stages :</strong></p>
<p><strong>Provisional Permanence permit:</strong> valid for one year. This permit can be obtained through Panamanian Consulate in the city of your choice or at the Immigration Department in Panama.</p>
<p><strong>Definitive Permanence permit</strong>: which entitles the applicant to obtain a personal identity card or cedula and its application, must be filled out personally by the applicant in Panama.</p>
<p>The immigrant visa is the only visa, which entitles a foreigner to apply for Panamanian citizenship.  The Panamanian Constitution requires that a foreigner hold continuous residence for a five-year period in order to apply for citizenship.  This five years period begins on the date the Provisional Permanence permit is issued.</p>
<p>If applicant were married he would be able to include his wife and children under 18 years old as dependents. Children older than 18 years old up to 25 years old may be included as dependents as long as they are studying college or university supported by the applicant.</p>
<p><strong>The requirements are:</strong></p>
<p>    Filled Registration Form*<br />
    Power of attorney*<br />
    Health certificate issued by a Doctor in Panama.<br />
    Certificate of good conduct issued by the competent authorities at the applicant’s  place of residence during the last two years, duly authenticated by Panamanian Consulate or by Apostille.<br />
    Sworn declaration about personal background signed and filled*.<br />
     Certified Check (from National Bank) in benefit of TESORO NACIONAL for $100.00<br />
     Certified Check (from a National Bank) in benefit of MINISTERIO DE GOBIERNO Y JUSTICIA for $500.00<br />
    Four photographs</p>
<p>* These documents will be provided by our firm and all documents from abroad must be duly authenticated by a Panamanian Consulate or by apostille.</p>
<p><strong>The self solvency can be proved in three different ways:</strong></p>
<p>The applicant can proof his/her solvency through a property, the amount of the purchase has to be at least US$300,000.00, the property should be registered under the applicant’s name and it is necessary to present to Immigration Department a Certificate of Good Standing of the applicant.  In addition the copy of the purchase contract property.</p>
<p>The applicant also has to present banking reference letters from local or overseas banks (letters from overseas banks have to be duly authenticated by the Panamanian Consulate).  The letters should proof to Immigration authorities that the applicant has enough solvency to take care of himself and take care of the property expenses (many as possible), or other kind of certification that indicates that the applicant receives enough incomes to take care of himself, his family and the expenses of the property.</p>

<p>The second option is to invest a minimum of US$300,000 (Three Hundred Thousand US Dollars) in a three (3) year time deposit (or &#8220;certificate of deposit&#8221; or &#8220;CD&#8221;) at any Panama bank. The third option is a combination of both.</p>

GENERAL INFORMATION TO OBTAIN PANAMANIAN RESIDENCY<br />

The laws, which regulate Immigration matters in Panama, establish several ways to become a resident in this country.  Among these, the most frequently used is the <strong>Pensioner Tourist Visa Program</strong>.</p>
<p>We are pleased to give you all the necessary information of this program, so you can get a general view of the easy way to obtain a residency in Panama.</p>
<p><strong>PENSIONER TOURIST&#8217;S VISA</strong></p>
<p>The Pensionado visa program is designed for retirees living on pension programs. Applicants for this visa need to hold a pension of, at least, US$1,000.00 monthly plus $250.00 for each dependent of an official or private entity. This program covers applicant, spouse and children under the age of 18.</p>
<p><strong>Applicants have to fulfill the following requirements:</strong></p>
<p>    Power of attorney.<br />
    Registration Form<br />
    Letter from a public entity or private company stating his/her pensioner condition plus the detail of the amount received per month or annually.  This letter must be duly authenticated by the Panamanian consulate in the place of issue or authenticated by apostille.  If the client is a pensioner from a private company, it will be necessary to proof the company legal existence from the country where it was incorporated (Good Standing Certificate) and company’s bank references; this certificate must be duly authenticated by the Panamanian Consulate or authenticated by apostille.<br />
     Health certificate issued by Panamanian Doctor.<br />
    Certificate of good conduct issued by the authorities at the place of residence during the last two years duly authenticated by the Panamanian Consulate or by Apostille.<br />
    Four photographs.<br />
    Photocopy of passport (all pages, including cover),<br />
    Sworn statement about personal background*.<br />
    Original passport.</p>
<p><strong>If you wish to include your family (wife or husband and children below 18 years old), you should also provide us with:</strong></p>
<p>    Power of Attorney.*<br />
    Marriage certificate duly authenticated by the Panamanian Consulate or authenticated by apostille.<br />
    Certificate of good conduct of wife during the last two years duly authenticated by the Panamanian Consulate or authenticated by Apostille.<br />
    Birth certificate of the children duly authenticated by the Panamanian Consulate or authenticated by Apostille.<br />
    Photocopy of passports.<br />
    4 photographs.<br />

<p><strong>You will be asked to authenticate the following documents through a Consulate of Panama in the US (do this before your visit):</strong></p>
<p>* Original Birth Certificate<br />
* Proof of Income – notarized<br />
* Original Marriage Certificate, if applicable.<br />
* Police Record Check – notarized<br />
* Copy of your passport (every page) &#8211; notarized</p>
<p>The US Consulate in Washington can authenticate each document for US$30.00.</p>
<p>To file an application, you must do so through an immigration lawyer in Panama. The Pensionado program is designed for retirees living on pension programs. This program grants alien the right to reside in Panama indefinitely if the applicant demonstrates an income on pension of only US$1,000.00 per month and $250.00 for each dependent. This program covers applicant, spouse and children under the age of 18.</p>
<p>To file the application you can travel to Panama on a tourist visa, which can be obtained at the Customs desk at the International Airport in Panama City when you arrive. The US$5 tourist card is now valid for up to 90 days.</p>
<p><strong>Just to make sure you have all the necessary documentation, the complete requirements are as follows:</strong></p>
<p>* You must apply in Panama<br />
* You must be at least 18 years old<br />
* Your application must be processed by a Panamanian attorney<br />
* Power of attorney<br />
* Registration Form. To obtain this form applicant must go in person to the Immigration Office in Panama City.<br />
* Letter from a private company or public entity stating your condition of pensioner and amount received per month in original and notarized. You must have a verifiable minimum monthly income of US$1000.00 from a government program or private corporation. This could be Social Security or another government retirement fund, such as military, state retirement, police pension, etc., or retirement from a private corporation.For your spouse or minor children, your minimum income must be increased by US$250.00 per month per dependent<br />
* Proof of the amount received duly authenticated by apostille seal or Panamanian Consulate. The fee for the authentication of documents by the Panamanian Consulate in Washington D.C. is US$30.00 per document.<br />
* Health certificate issued by Panamanian Doctor<br />
* Certificate of good conduct (Police record) issued by the authorities at the place of residence during the last five years duly authenticated by the Panamanian Consulate or by Apostille<br />
* If you are single, go to your local court and ask for a bachelorhood certificate. If none is available, a notary public can certify this in the presence of two witnesses. The document will have to be authenticated by the Panamanian Consulate.<br />
* Four photographs<br />
* Photocopy of passport, all pages including cover, notarized and authenticated by Panamanian Consulate<br />
* Sworn statement about personal background. This is done in Panama through a lawyer.<br />
* Original passport<br />
* You need to physically be in Panama when the visa is issued<br />

<p>Foreigners entering Panama, without having established their residency here will be able to request a Panama Short Stay Visa. The foreigner must justify the reason for staying, which has to be less than nine (9) months and will be non-extendable when the term is completed.</p>
<p>An investor must request this visa before entering the country. This visa has as an objective to give time for an investor to establish a branch of a foreign company in Panama.</p>

<strong><br />
2. Foreign Personnel hired as Business Executives in Colon Free Zone</strong></p>
<p>For foreigners who serve in executive, trust worthy positions, management or technical expertise in companies licensed to operate in the Colon Free Zone, with a salary of no less than two thousand balboas (B/.2, 000.00) per month.</p>
<p><strong>3. Agricultural Investment in Panama<br />
</strong></p>
<p>For foreigners who personally or through a legal figure (corporation), spent sixty thousand balboas (B/.60, 000.00) as a minimum amount in the agricultural industry or in aquaculture. These activities will be identified in areas that the Ministry of Agricultural Development considers of national interest.</p>
<p><strong>4. Panama Reforestation Visa</strong></p>
<p><strong>Small Investment Visa</strong><br />
For foreigners to invest in a personal capacity or through a legal figure (corporation), the sum of sixty thousand dollars (B/.60, 000.00) in reforestation or plantation forestry, authorized by the National Environmental Authority (ANAM).</p>
<p>In case of a corporation, this permit may be requested by up to two foreigners, provided they demonstrate that each one made the investment of sixty thousand balboas (B/.60, 000.00) each.</p>
<p><strong>Large Investment Visa</strong><br />
This Visa requires a minimum $80,000 invested, including a minimum purchase of five (5) hectares.  This is the only Panama Reforestation Visa leading to Permanent Residency and eventual Panama Citizenship. Two (2) years into the program, the applicant will be able to opt for permanent residence.</p>

Panama Business Investor Visa</strong></p>
<p>Foreigners wishing to invest in a macro-business, with a minimum share capital of one hundred and sixty thousand dollars (B/.160, 000.00) per applicant, which are shareholders and dignitaries from the same company, the omission of this requirement will result in the cancellation of the request and the obligation to leave the country. Requirements include obtaining a commercial business license, hiring 5 Panamanian employees paying their social security benefits and at least pay the minimum wage.</p>
<p>Visa requires three 2-year temporary resident visas before becoming permanent residents.<br />

6. Panama Self Economic Solvency Visa</strong></p>
<p>This visa offers international investors the opportunity to obtain legal residency, citizenship, and a passport. You can request this permit foreign invest the minimum amount of three hundred thousand dollars (B/.300, 000.00) in real estate or fixed term deposit or a combination of both and show that funds come from abroad. The applicant must invest an additional two thousand (B/.2, 000.00) for each dependent.<br />

Please note: The titled Panama real property can either be in the personal name of the primary applicant or in the name of a Panama Private Interest Foundation; as long as the primary applicant is either the Founder or a Beneficiary (it may not be in the name of a Panama corporation or trust). <p><strong>7. Investor&#8217;s Special Economic Area of Panama-Pacifico</strong></p>
<p>Foreigners who undertake a foreign investment of not less than two hundred fifty thousand dollars (B/.250.000.00) in venture capital businesses in the area of Panama-Pacific or development companies or operators may request this permit.</p>
<p><strong>8. Panama Tax Free Processing Zone Investor Program</strong></p>
<p>This visa allows for foreign investors to obtain Panama legal residency under the condition that they must rent a plot of land or an office or building (rented through a 10 to 20 year concession) within one of the tax free processing zones in Panama, for the purpose of operating a business from Panama that exports its products or services.</p>
<p><strong>9. Investor in Food Processor for Export Zones</strong></p>
<p>Foreigners must invested a sum not less than two hundred fifty thousand dollars (B/.250, 000.00) from abroad, with a company duly authorized, as a property development company, promoter or operator of an export processing zone or businesses established within these areas according to Law 25 of 1992<br />

<p><strong>10. Call Center for Commercial Use For Export Investor </strong></p>
<p>For foreigners who want to invest in a company whose business is providing services to call centers for commercial use (call center) for export. As established in Executive Decree 97 of 2002, will be similar and should meet the same requirements for permanent residence in the export processing zones.</p>
<p><strong>11. Investor of the Film and Audiovisual Industry</strong></p>
<p>This permit can be requested by foreigners who invest in the Film Industry, an amount exceeding one hundred fifty thousand dollars (B/.150, 000.00).<br />
